On October 28-29 in the Belgorod-Dniester area of the Odessa region, an extraordinary congress of the People’s Rada of Bessarabia was held.

The event was attended by representatives from areas of Ukrainian Bessarabia, as well as delegates from Gagauzia [autonomous region of Moldova]. The participants voted in favor of a declaration calling for the reunification of Ukrainian Bessarabia and Gagauzia and the re-establishment of the Republic of Bucak.

The declaration states: “We, socially active residents of southern Bessarabia and Gagauzia, united by a common purpose of restoring historical justice, improving the security and living standards of citizens, express our desire to recreate the Bessarabian Republic of Bucak. We see in this act the realization of historical and social justice, as well as the only reliable guarantee of our security.”

Recall that from the 16th to 18th centuries the “Bugeac Steppe” (territory of modern Gagauzia and Ukrainian Bessarabia) possessed autonomy, but was under the protectorate of the Ottoman Empire.

“We strive for a normal life. Today Poroshenko and his regime completely fail to work, they steal our money. And we sit “high and dry.” We must all unite and build our state,” said a participant of the congress, Valentina Semenzhi.

The leader of the public movement “Multinational Odessa,” Dmitry Shishman, agreed with the activist: “The Jewish and other communities of Bessarabia should feel confident and secure. Today, unfortunately, there is no such confidence. That’s a fact.”

Greetings to the People’s Rada of Bessarabia came from well-known politicians, public and religious figures, including the chairman of the People’s Socialist Party and former Deputy Prime Minister of Moldova Victor Stepaniuc, Bishop Markell, former Governor of Gagauzia Mikhail Formuzal, and former Prime Minister of Moldova Vasile Tarlev.

A leader of the Bulgarian community, Alexey Litvinenko, also addressed the congress. In his talk he said: “We will strive to improve the quality of life of the residents of Bessarabia. Our long-suffering people underwent a lot. I see the 21st century as a century of prosperity for our people. They deserve it.”

We also note that today in Gagauzia, youth held a rally in support of the re-establishment of the Bessarabian Republic of Bucak. “We are for Bucak,” chanted the protesters. Activists held signs reading: “Bucak — Yes!” and “Greetings to the People’s Rada of Bessarabia.”

Recall that the Security Service of Ukraine (SBU) considers the People’s Rada of Bessarabia an anti-Ukrainian organization. Many activists, including journalists Artem Buzila and Elena Glischinskaya, were arrested and sentenced to long prison terms. At the same time, Alexey Litvinenko said, “We are glad to have enough strength to resist the onslaught of the SBU.”

Declaration on the re-establishment of the Bessarabian Republic of Bucak

We, socially active residents of southern Bessarabia and Gagauzia, united by a common purpose of restoring historical justice, improving the security and living standards of our citizens, express our desire to recreate the Bessarabian Republic of Bucak. We see in this act the realization of historical and social justice, as well as the only reliable guarantee of our security.

We are driven by civic duty and responsibility to our descendants who have no future in chaotic, collapsing Ukraine and Moldova, mired in corruption. The leaders of these countries have shown the world their immoral and anti-popular character. Their ideology and methods of management are pushing us into the abyss of civil war and social catastrophe. So today we declare the beginning of the construction of a new, democratic, economically prosperous Bucak, where the rights of all national communities will be equally protected.

For centuries Bucak possessed a high level of political, economic and military autonomy. The first mention of the state military-political entity in this area belongs to the 17th century. Our people have always fought for independence, but eventually became victims of major geopolitical intrigue. But even in these conditions, we continued to move toward freedom and independence. Among the greatest achievements was the establishment in 1990 of Gagauz autonomy. But this is not enough. The time has come when we either take the full authority and responsibility in our hands, or die under the rubble of the political, social and economic systems of Moldova and Ukraine.

The Bessarabian Republic of Bucak will unite under its jurisdiction: Bolgrad, Izmail, Tatarbunar, Tarutinsky, Reni, Artsizsky, and Belyaevsky districts of the Odessa region and Gagauzia. The capital of the new state will be determined through a referendum. The process of rebuilding the Bessarabian Republic of Bucak will occur in strict accordance with international law and the European Convention. In this regard, we declare the preparation of a referendum in which residents of the above regions will answer the question: “Do you support your area joining with the Bessarabian Republic of Bucak?” Observers of PACE, EU, OSCE and other authoritative international organizations will be invited to monitor the vote.

In the event of a popular endorsement of the initiative, deputies of existing local councils will form a Provisional Supreme Council and Executive Committee of the BRB. These bodies will prepare the first elections to the Supreme Council of Bucak. Then, after the election of deputies, the legitimate legislative body shall adopt a Constitution, form a government and appoint early presidential elections. The election of the head of state would mean the completion of the first phase of our statehood. Bucak will have a president, parliament, government, financial and banking system. To protect the nation from external aggression, an army, police and security services will be formed.

We are aware that we are facing an uphill battle. The rotten regimes in Ukraine and Moldova will hinder the realization of our people’s dreams, but we will not stop. We are ready for any fight. Even today, on our side, there are people’s squads and a legitimate Commandant of Bessarabia, elected by popular assembly, which will repel any attacks on the peaceful process of re-establishing Bucak.

But the most important thing is that God and truth are on our side. With them, we will win! Long live the independent Bessarabian Republic of Bucak!
